What a Environmental Consultant (Phase I / II ESA) Does

An environmental consultant performs Phase I Environmental Site Assessments (ESAs) — a records-based investigation reviewing historical aerials, government databases, and conducting a site visit to identify Recognized Environmental Conditions (RECs). If the Phase I identifies potential contamination, a Phase II ESA involves actual soil and groundwater sampling and lab analysis. Almost every commercial lender requires a Phase I at minimum.

Key Responsibilities

  • Conduct Phase I ESA per ASTM E1527-21 standard
  • Review historical aerial photographs and records
  • Check federal, state, and tribal environmental databases
  • Perform on-site inspection and interviews
  • Identify Recognized Environmental Conditions (RECs)
  • Conduct Phase II ESA sampling and lab testing if needed

When You Need One

During due diligence on virtually every commercial acquisition — typically required by lenders and strongly recommended even for cash deals (to limit CERCLA liability).

Typical Cost

Phase I: $2,500-$4,500 typical. Phase II: $10,000-$50,000+ depending on scope.
